CURRENT AUTHORITY STATUS

The Hub remains upgradeable at publication time. `hubUpgradesFrozen` is false.
The designated upgrade controller can replace Hub code and can request an
upgrade of an individual Position until the one-way freeze is executed.
The published source therefore describes the currently deployed code, not an
immutable guarantee about future code while upgrades remain enabled.

The source is published for inspection and verification. Publication does not
